(a) For purposes of this section, “domestic pet” shall include dogs, cats, fowl and fish, and similar small creatures normally kept or capable of being kept in a residential dwelling co-existing with people, and not generally accepted as a food source, or capable of producing or giving up a source of food, by the inhabitants of the City of Sublette.
(b) ANIMALS IN THE CITY OF SUBLETTE. It shall be unlawful for any person, corporation, or legal entity, either as an owner or a tenant of real estate within the city limits of the City of Sublette, Kansas, to keep or permit to be kept any pigs, hogs, horses, cattle, goats, or other animals of any kind, except dogs, cats, and other domestic pets as defined herein. All domestic pets shall not be kept or maintained in any manner or such numbers as shall constitute a nuisance, annoyance, or be offensive to any person or neighborhood within the City of Sublette; and any person keeping a domestic pet shall not be allowed to retain and/or accumulate wastes, manure, or other refuse pertaining to animals within the city limits of Sublette, Kansas.
(c) EXCEPTIONS. By reason of the Haskell County Fairgrounds being historically and commonly used for agricultural purposes and for purposes of buying, selling, showing, riding, and general enjoyment of animals other than domestic pets, the provisions of this article shall not apply to the keeping of animals on the property commonly known as the Haskell County Fairgrounds, located within the city limits of Sublette, Kansas.
