The purpose of this article is to require owners of said buildings to post addresses in a visible location in accordance with the legal address as kept at the City Hall of Sublette, Kansas in order to better enable emergency responders to locate homes, businesses, and properties, avoid response delays, and to facilitate responding emergency equipment.

Owners of any building that has an assigned legal address by the City of Sublette shall comply with the following display standards:

(a)   All address numbers shall be a minimum height of four (4) inches with a minimum one-half inch stroke, constructed of a durable material, and of a color that is contrasting to the background color of the building

(b)   Numbers shall be permanently affixed on a structure in clear view, unobstructed by trees, shrubs, and any other objects.

(c)   The numbers may also be located in areas that are easily visible from the road such as above or adjacent to the front door or garage door.

(d)   All multi-family, multi-industrial, and multi-commercial occupancies shall identify individual units with numbers that are a minimum height of six (6) inches, affixed to the unit’s front entrance door or immediately adjacent to it. All buildings with rear-door access shall identify that unit as stated above.

(e)   All buildings with two or more units shall identify utility meters according to the unit being served. Numbers shall be a minimum of one (1) inch in height and be permanently affixed.

(f)   Maintenance: The owner shall maintain the displayed address to continue compliance with the above sections.

(a)   Assigned legal address: the legal address listed with the City Clerk of Sublette, Kansas, ascertained by the maps of the City of Sublette, Kansas; also being the address listed on the monthly City of Sublette water bill.

The City of Sublette shall give written, mailed notice to any such person having control of the property deemed to be in violation of this article. Such notice shall include the following:

(a)   The name of the individual/individuals having control over the property

(b)   address of the property to be in violation,

(c)   a copy of the this article,

(d)   the fact that administrative action will be taken to remedy the situation and owner will be liable for costs to be applied to property taxes,

(e)   the notice shall state that the person having control over said property has 10 (ten) days to remedy the situation and 10 (ten) days to request a hearing before the City Council. The 10 days shall start upon the mailing of said notice.

A city official, city superintendent, or any other designated individual representing the City of Sublette, Kansas shall make visual and continuing inspection of properties within the City of Sublette to ensure compliance with this article. Such individual shall cause to make notice as required herein upon the person/persons in control of the property found to be in noncompliance. If compliance with this article is not met within the allowed ten (10 days) then the city official shall take action in order to make the property be in compliance with this article.

If action is taken pursuant to section 13-405, then costs suffered by the City of Sublette, Kansas shall be assessed against the property in the form of a special tax assessment.
